Housing Mutual Exchange
Would you like to exchange your home?
For many tenants the best way of finding a more suitable home or moving from one area to another is to find another tenant to swap homes with by Mutual Exchange.
The law gives us, Council and Housing Association tenants the right to do a mutual exchange but you must have your landlord’s permission.
Both sides must sign a ‘deed of assignment’ before you can move.

Basildon Council who own all property managed by St Georges Community Housing still controls housing allocations and the housing mutual exchange register. |

St Georges tenants can now access the HomeSwapper Housing Mutual Exchange Register online at any time to search for a suitable mutual exchange within the Basildon District.
All you have to do is search the HomeSwapper Housing Mutual Exchange Database .
St Georges tenants can register online and add themselves to the list of tenants looking for a mutual exchange.
Once a suitable exchange is identified you can contact the other party to discuss & organise the mutual exchange and download the necessary application form. |
If you prefer not to use the Online Mutual Exchange Register , simply complete an application form which you can pick up from:
- your local Area Housing Office
- the reception in Basildon Council's town centre offices, The Basildon Centre
- Basildon Council's Housing Options Team on 01268 294099

Finding a suitable exchange
You can find someone suitable to exchange with by:-
- advertising in a newspaper or shop window
- applying to us to be included on the mutual exchange register
When your completed Mutual Exchange Form has been returned to Basildon Council's Housing Options Team they will contact both lanadlords involved and ask them to carry out the following checks:-
- tenancy Occupation and rent account details
- authorised tenants
- property condition and adaptations carried out to the property
- Allocations Policy criteria has been met
Your landlord will notify Basildon Council that your exchange is OK to proceed if all the above conditions are met.
You should not go ahead with any removal arrangements until you have written authority from the landlords involved that your mutual exchange has been agreed
Are there any restrictions on mutual exchanges?
Yes, there can be, for example:-
- tenants in rent arrears
- tenants applying to buy their homes
- your property is in poor internal condition and doesn't pass our home inspection
- you are applying for an exchange to a property that is more than one bedroom in excees of your housing need
