The Decent Homes Programme - Introduction
It is planned that all council housing managed by St Georges Community Housing Ltd in the Basildon District will meet the Government Decent Homes Standard by 2015.
As of March 2009, only 38% of the homes we manage currently meet the Government’s Decent Homes Standard.
St Georges Community Housing Ltd has received a conditional offer from Government of £142million to enable St Georges to deliver the necessary investment required to make sure all of our homes meet the Decent Homes Standard by 2015.
The release of the £142 million additional funding will be dependent on St Georges being awarded a minimum two star rating following an inspection by the Audit Commission in June 2009
5 year programme of works
Following consultation with residents on how our Decent Homes programme should be delivered and detailed analysis of the stock condition data, a 5 year programme of works has been produced, which is being submitted to the Board of St Georges for approval on the 18th June 2009.

What is a decent home.
The definition of a decent home was updated to reflect the Housing Health and Safety Rating System (HHSRS), which replaced the Housing Fitness Standard on 6 April 2006.

The standard is fairly complex but put briefly, a ‘Decent Home’ is one that:
- is warm, weatherproof and has reasonably modern facilities
To achieve the ‘Decent Home’ standard a property must match the following criteria:
- It meets the current statutory minimum standard for housing
- It is in a reasonable state of repair
- It has reasonably modern facilities and services
- It provides a reasonable degree of thermal comfort.
